Educational Crises Management in Secondary Public Schools in Northern Palestine As Perceived by Principals

This study sought to identify the educational crises and the manner of their management according to school principals. To that end, the researchers used the qualitative approach and made interviews with a sample of 50 male and female school principals. The population of the study consisted of 196 male principals and 186 female principals. The study was conducted in the northern governorates of Palestine in 2008-2009. After data collection and analysis, the study arrived at the following findings. It was found that the educational crises in the public schools in northern Palestine were of two types: general and special. The general crises included the Israeli occupation, curriculum, teachers, students, relationship with the local community and the school building. The special crises were related to each directorate alone. It was also found that the secondary school principals at public schools used traditional methods and positional leadership in their management of crises in an attempt to control the crises as much as possible, keep them confidential and settle them down as quickly as possible. It was also found that the principals believed that they needed wider powers especially when they wanted to manage crises without the need to go back to the education directorate once a crisis occurs. They also called for the neutralization of Palestinian schools from party and political differences and conflicts. In the light of these study findings, the researchers suggested the following. First, the ministry of education should establish a crises management unit at the ministry, a crises management department at each education directorate and a crises management team in each school. Second, training programs for management of crisis should be organized for school principals to allow them to make use of modern techniques, and the internet and develop school building specifications. Third, cross sections of the local community need to be involved in crises planning and management. Finally, schools should be neutralized from all forms of conflicts and differences, party or political or family, due to their destructive negative effects on the course of education in Palestine.

الملخص

هدفت هذه الدراسة إلى تعرّف الأزمات التربوية في المدارس الحكومية الثانوية في فلسطين وكيفية إدارتها من وجهات نظر المديرين. ولتحقيق أهداف الدراسة، تكون مجتمع الدراسة من جميع مديري المدارس الحكومية الثانوية ومديراتها في شمال فلسطين للعام الدراسي (2008-2009م) والبالغ (196) مديراً و(186) مديرة بمجموع (382) فرداً، وتم اعتماد المنهج النوعي من خلال مقابلة أفراد العينة البالغ عددها (50) مديراً ومديرة في محافظات شمال فلسطين لملاءمتها لهذه الدراسة. وقد توصلت الدراسة إلى النتائج الآتية: - إن الأزمات التربوية في المدارس الحكومية الثانوية في فلسطين، تنقسم إلى قسمين، أولهما أزمات عامة، تتمثل في أزمة الاحتلال، وأزمة المنهاج، وأزمة المعلمين، وأزمة الطلبة، وأزمة العلاقة مع المجتمع المحلي، وأزمة البناء المدرسي، والقسم الثاني أزمات خاصة، ذات علاقة بكل مديرية على حده. - يعتمد مديرو المدارس الحكومية الثانوية ومديراتها أساليب تقليدية والقيادة الموقفية في إدارتهم للأزمات من خلال محاولة السيطرة على الأزمة قدر الإمكان، وإحاطتها بقدر من السرية، وحلها وتجاوزها بأقصى سرعة ممكنة. - يطالب مديرو المدارس الحكومية الثانوية ومديراتها، بصلاحيات أوسع، بخاصة لإدارة الأزمة دون الرجوع إلى مديرية التربية، لحظة وقوع الأزمة، وإخراج المدرسة الفلسطينية من دائرة الصراع والاختلاف الحزبي والسياسي. وفي ضوء النتائج التي كشفت عنها الدراسة، فقد أوصى الباحثان بضرورة: - اعتماد وزارة التربية والتعليم وحدة إدارة الأزمات في الوزارة، وقسم إدارة الأزمات في كل مديرية تربية، وفريق إدارة الأزمات في كل مدرسة. - تصميم برامج تدريبية لإدارة الأزمات لمديري المدارس ومديراتها، والإفادة من التقنيات الحديثة، وشبكة المعلومات الدولية ،وتطوير مواصفات بناء المدارس. - وضرورة إشراك قطاعات واسعة من المجتمع المحلي في التخطيط للأزمات وإدارتها. - تحييد المدرسة عن كافة أشكال الصراعات والاختلافات؛ السياسية أو الحزبية، أو العائلية، لما لها من آثار سلبية مدمرة على مسيرة التعليم في فلسطين.
