Measuring the efficiency of commercial banks operating in Palestine using the envelope data analysis "DEA"

Abstract

This study aims to measure the technical and scale efficiency of the commercial banks that work in Palestine, in order to specify the efficient banks which were capable to use the available inputs to reach the maximum outputs, to specify the inefficient banks which couldn’t achieve outputs more than their available inputs, and to identify the required improvements which the inefficient banks have to apply to reach the perfect relative efficiency. This study uses the evaluation methodology to measure the efficiency of the commercial banks that work in Palestine and depend on Data Envelopment Analysis (DEA) using the financial data, which is included in the annual reports that were issued by those banks from 2008 to 2017 for the input and output items, which are included in the study model. This study reached many results where the most important of them are represented in that the majority of the Palestinian commercial banks do not master the synthesis among the elements of the inputs to reach a certain amount of outputs. The results showed that Arab Bank was the only one that achieved the relative efficiency during the average of the study period, while none of the other banks reached this level in the average of efficiency during the study period. Finally, the results showed that the number of the foreign banks equals the number of local banks that were able to reach a full relative efficiency in 2017. This study recommended banks' managers whose banks didn’t achieve the required relative efficiency (inefficient) to examine the reasons that prevent from achieving it in order to determine the weaknesses in the inputs and outputs so they can better exploit the available resources. In addition to examining the internal working environment of the competing banks, which achieved the relative efficiency. These banks may represent benchmarking units in their manners of work that can be followed to introduce new working methods to ensure that these banks can reach the relative efficiency.

الملخص

تهدف هذه الدراسة لقياس كفاءة المصارف التجارية العاملة في فلسطين بشقيها التقني والحجمي وذلك لتحديد المصارف الكفؤة التي استطاعت استخدام القدر المتوفر من المدخلات لتحقيق مخرجات أكبر، وتحديد المصارف غير الكفؤة التي لم تستطع تحقيق مخرجات أكبر بما هو متوفر لها من مدخلات، هذا بالإضافة الى تحديد أوجه التحسينات المطلوبة التي يجب على المصارف غير الكفؤة تطبيقها من أجل الوصول الى درجة الكفاءة النسبية التامة. وقد استخدمت الدراسة المنهج التقييمي لقياس كفاءة المصارف التجارية العاملة في فلسطين بالاعتماد على أسلوب تحليل مغلف البيانات وباستخدام البيانات المالية المضمنة في التقارير السنوية الصادرة عن تلك البنوك خلال الفترة 2008-2017 لبنود المدخلات والمخرجات المضمنة في نموذج الدراسة. وقد خلصت هذه الدراسة الى مجموعة من النتائج التي تمثلت أهمها في ان معظم المصارف التجارية الفلسطينية لا تحسن التوليف بين عناصر المدخلات لتحقيق حجم معين من المخرجات ، كما اشارت النتائج الى ان البنك العربي هو المصرف الوحيد الذي استطاع تحقيق درجة الكفاءة النسبية التامة في المتوسط خلال فترة الدراسة، بينما لم تستطع أي من البنوك الأخرى الوصول الى هذه الدرجة في متوسط درجات الكفاءة خلال فترة الدراسة، وأخيرا فقد أظهرت النتائج تساوي اعداد البنوك الوافدة مع البنوك المحلية التي استطاعت الوصول الى درجة الكفاءة النسبية التامة خلال العام 2017. وقد اوصت الدراسة أن يقوم مدراء المصارف الذين لم تحقق بنوكهم الكفاءة النسبية المطلوبة (غير كفء) بدراسة الأسباب التي تحول دون ذلك لمعرفة مواطن الضعف في المدخلات والمخرجات حتى يتمكنوا من استغلال الموارد المتاحة لهم بشكل أفضل، كما ان الاطلاع على بيئة العمل الداخلية للبنوك المنافسة التي حققت مستويات الكفاءة النسبية التامة بحيث تشكل هذه المصارف بطريقة عملها وحدات مرجعية يمكن الاقتداء بها في ادخال أساليب عمل جديدة تضمن لهذه البنوك الوصول الى درجات الكفاءة النسبية التامة.
