He holds a PhD in Public Law from the University of Baghdad. He served as Dean of the College of Law at the University of Baghdad, in addition to holding the position of Advisor to the Economic and Social Commission for Western Asia (ESCWA), Advisor to the Danish Institute for Human Rights, and Advisor to the Economic and Social Commission for Western Asia (ESCWA). He has authored several books related to the general theory of constitutional interpretation, the legal status of the fetus in light of medical research, assisted reproductive technologies, administrative justice, and new trends in direct taxation. He has published numerous research papers related to law in Arab and international journals, and has supervised several master's and doctoral theses in public law. He has also served as Editor-in-Chief of specialized journals in the State of Iraq.
