Professor Raúl Pérez Guerra is one of Spain’s leading scholars in the field of Administrative Tourism Law, and he has served as an Associate Professor at the University of Almería since 2002. He earned his Bachelor’s degree in Law from the University of Granada in 1992, followed by a Ph.D. in Law from the University of Almería in 1998. He began his academic career as a research fellow in Administrative Law under a grant from the Government of Andalusia. From the outset, his research has focused on tourism law and the legal and administrative regulation of tourism activities from both constitutional and public policy perspectives.
Professor Pérez Guerra has participated in numerous national and international research and applied projects, funded by Spain’s Ministries of Education, Tourism, and Economy, as well as by the European Union. His work has addressed issues such as sustainable tourism development, the regulation of hotel establishments, tourism intermediation, and innovation in the tourism sector. He has also contributed to legal studies and consultancy reports for governmental and local institutions, and has been involved in drafting tourism development plans and regional strategies across Spain.
His academic output is extensive, including dozens of articles published in peer-reviewed legal and tourism journals, as well as several books and specialized studies on tourism law that are widely used as references in Spanish universities. He has participated in over one hundred academic events and research stays both in Spain and abroad, presenting papers at prestigious international conferences.
In addition to his research activities, Professor Pérez Guerra has taken part in projects aimed at improving legal education within Andalusian universities, and he has supervised doctoral theses and undergraduate dissertations in law and tourism. He also serves on academic editorial boards and scientific committees, including Papers de Turisme and Revista de Estudios Turísticos, and is an active member of several international associations in tourism law, such as AECIT, AIEST, and SIDETUR.
Professor Pérez Guerra is widely recognized for his significant contribution to shaping the legal framework governing tourism in Spain, and for his efforts to bridge academic research with practical policy implementation in public administration and sustainable tourism development.
