The aim of the study is to analyse the status of urban system in Bethlehem governorate, through setting the hierarchical ratings for different urban populations in it. And showing the adequacy of this rating by applying certain quantitive measurements including the grade and volume of these populations, their urban density, the law of primate city by Jefferson, and the volumetric grade according to Zipf's rule of grade and volume. Also showing the volumetric urban contrast between them, and the volume of the urban domination for the main city in the governorate according to the laws and the followed modules in the studies of urban planning and geography. The results of the study show that there is an applicability of Zipf's rule of the grade and volume on each of the urban system of Bethlehem and Ubaidiya, but it did not apply on Beit Jala, Beit Sahour, Doha and Al-Khader, which came significantly close in population volume , and that the city of Bethlehem does not have an absolute urban domination, but rather has a larger urban weight than the other cities, and that the urban balance is good in the Bethlehem governorate, and it is possible to achieve an optimal balance if it is well planned in the next few years. The study suggested directing investments towards less fortunate areas in order to limit the dominance of the main cities in Bethlehem governorate, and the necessity to rely on planning and statistical methods for quantitative measures and indicators of urban balance in the future in the urban planning for the governorate.

يهدف البحث إلى دراسة واقع المنظومة الحضرية في محافظة بيت لحم، من خلال تحديد التراتبية الهرمية لمراكز التجمعات الحضرية المختلفة فيها، مع بيان مدى كفاية وكفاءة هذا التوزيع من خلال دراسة مراتب واحجام هذه المراكز والتجمعات، وكثافتها الحضرية ومؤشر المدينة الاولى لجيفرسون وترتيبها الحجمي حسب قاعدة الرتبة والحجم لجورج زيف، وتبيان حجم التباين الحضري فيما بينها، وحجم الهيمنة الحضرية للمدينة الرئيسة فيها وفق القوانين والنماذج المتبعة في دراسات التخطيط الحضري والجغرافيا العمرانية. وتوصلت الدراسة على أن هناك إنطباق لنموذج زيف قاعدة الرتبة والحجم على كل من بيت لحم والعبيدية ولكن لم ينطبق على بيت جالا وبيت ساحور والدوحة والخضر والتي جاءت متقاربة في الحجم السكاني وبشكل كبير، وأن مدينة بيت لحم ليس لديها هيمنة حضرية مطلقة وانما لديها وزن حضري أكبر من التجمعات التي تليها، وأن التوازن الحضري جيد في محافظة بيت لحم وبالإمكان تحقيق التوازن الأمثل إذا تم التخطيط الجيد له في السنوات القليلة القادمة. أوصت الدراسة توجيه الاستثمارات نحو المناطق الأقل حظا لًلحد من هيمنة المدن الرئيسية في محافظة بيت لحم، وضرورة الاعتماد على الاساليب التخطيطية والاحصائية للمقاييس الكمية ومؤشرات التوازن الحضري مستقبلا في التخطيط الحضري للمحافظة.
