Abstract

The study aimed to identify The Role of Working Civil Society Organizations Facing Poverty in Amman City, through identifying their work mechanisms, strategies, provided programs, as well as identifying the obstacles that limit their performance. To achieve the purpose, a survey was applied for all employees in the poverty pockets empowerment program in the four organizations approved in Ministry of Planning and International Cooperation, amounted (64) employees, the Statistical Package for Social Sciences (SPSS) was used, the study applied descriptive statistics methods, to show the statistical differences for the variables. The results of the study reached that the mechanisms of civil society organizations working in the poverty pockets program are summarized in demanding the amendment of some existing legislation, and detect their weaknesses and gaps that prohepit it from achieving the desired purpose, the results of the study also showed that the most important strategies used to reduce poverty were found is the strategy of empowering the poor, followed by participation, solidarity, persuasion and then pressure strategies, the most important programs provided by the organizations are training and rehabilitation programs for members of the local community, while the constraints that facing organizations were social, cultural, political and economic, followed by the internal constraints of the institution itself. The results showed that there are no statistically significant differences in the constraints that limit the role of civil society organizations in facing of the poverty problem according to the occupational level, and there is no a statistically significant differences in strategies used by civil society organizations in their role in facing poverty according to worker’s experience in these organizations.

الملخص

هدفت الدّراسة التعرّف إلى دور مؤسسات المجتمع المدني في مواجهة الفقر، وذلك من خلال التعرّف إلى آليات عملها، والاستراتيجيات التي تتبعها، والبرامج التي تقدمها، وكذلك التعرّف إلى المعوقات التي تحد من أدائها. ولتحقيق ذلك أجريت دراسة مسحية لكافة العاملين في برنامج تمكين جيوب الفقر في المؤسسات الأربعة المعتمدة من قبل وزارة التخطيط والتعاون الدولي، والبالغ عددهم الكلي (64) موظفاً وموظفة، وتم استخدام الرزمة الإحصائية للعلوم الاجتماعية (spss) إذ طبقت الدّراسة الأساليب الإحصاء الوصفي لبيان الفروق والدّلالات الإحصائية للمتغيرات. وتوصّلت الدّراسة إلى مجموعة من النتائج من أبرزها: أن آليات عمل مؤسسات المجتمع المدني التي تعمل ضمن برنامج جيوب الفقر تتلخّص في المطالبة بتعديل بعض التّشريعات القائمة، والكشف عن ضعفها وكثرة ثغراتها لتحقيق الهدف المنشود، وتبيّن أن أهم الاستراتيجيات المستخدمة في الحد من الفقر هي استراتيجية تمكين الفقراء، ويليها المشاركة والتّضامن، واستراتيجية الإقناع، ومن ثم استراتيجية الضّغط، كما تبيّن أنّ أهم االبرامج التي تقدمها المؤسّسات هي برامج تدريب وتأهيل لأفراد المجتمع المحلي، وتقديم برامج تهدف لتنمية مهارات أفراد المجتمعات المحلية، وأما فيما يتّصل بالمعوقات التي تواجه المؤسّسات فكانت المعوّقات الاجتماعية والثقافية والسّياسية والاقتصادية، يليها المعوّقات الخاصّة بالمؤسّسة. كما أظهرت النّتائج عدم وجود فروق ذات دلالة إحصائية على المعوّقات التي تحدّ من دور مؤسّسات المجتمع المدني في مواجهتها لمشكلة الفقر تعزى للمنصب، وعدم وجود فروق ذات دلالة إحصائية في الاستراتيجيات التي تستخدمها مؤسّسات المجتمع المدني في أداء دورها في مواجهة الفقر تعزى لمدة عمل العاملين في تلك المؤسّسات.
