Abstract
The purpose of this study was to examine the extent to which teachers perceive the 21 Responsibilities of a school leader according to Marzano and his colleagues (2005). And to look at their perceptions of other responsibilities that are important for educational leaders today and which are working to raise students' achievement. The researcher explores perceptions of (106) teacher's in elementary, middle, and high school regarding 21 Responsibilities of a school leader in Two schools of Jerusalem. The researcher designed a survey to collect demographic data and gather perceptions of the importance of the 21 Responsibilities of a school leader using a Likert Scale. In addition, a free response section collected additional data, the questionnaire was judged by presenting it to a group of arbitrators to verify its validity. The stability of the questionnaire was calculated according to the Kronbach Alpha formula and the results showed that the stability coefficient was 0.823. The most highly valued Responsibility when rated on the Likert Scale was Optimizer. The free response results align to the 21 Responsibilities of Communication, Input, and Optimizer. A recommendation is that principals should be encouraged to become aware of implement the 21 Responsibilities in their school to enhance student achievement and teacher satisfaction.

الملخص
هدفت الدراسة الى البحث في تصورات معلمي مدينة القدس لقيادة فعالة لمدرائهم تساهم في رفع تحصيل الطلبة بناء على ممارسات مدرائهم لمسؤولياتهم في ضوء مسؤوليات مارزانو وزملائه الواحدة والعشرين (Marzano, et al. 2005)، والبحث في تصوراتهم لمسؤوليات أخرى تعتبر مهمة للقادة التربويين اليوم والتي تعمل على رفع تحصيل الطلبة. وقد تشكل مجتمع الدراسة من جميع معلمي/ات مدرسة راس العامود الشاملة للبينين (الإعدادية والثانوية) ومدرسة الثوري الابتدائية البالغ عددهم (106) معلم ومعلمة. ولتحقيق أهداف الدراسة والإجابة على أسئلتها تم تصميم استبانة لتقييم أهمية مسؤوليات مارزانو وزملائه الواحدة والعشرين وفق تصورات المعلمين لأهميتها على مقياس ليكرت الخماسي، بالإضافة لذلك فقد تضمنت الاستبانة سؤالا مفتوحا يبحث في تصورات المعلمين لمسؤوليات أخرى تعتبر مهمة للقادة التربويين اليوم. وتم تحكيم الاستبانة من خلال عرضها على مجموعة من المحكمين للتأكد من صدقها كما تم احتساب ثبات الاستبانة وفق معادلة كرونباخ ألفا وقد أظهرت النتائج أن معامل ثبات الاستبانة يساوي0.823. أظهرت نتائج الدراسة أن مسؤولية التفاؤل هي أكثر المسؤوليات أهمية وفق تقييم المعلمين لأهميتها على مقياس ليكرت الخماسي. أما نتائج السؤال المفتوح فقد أظهرت أن مسؤولية التواصل هي المسؤولية الأكثر تكرارا وفقا لإجابات المبحوثين والمرتبطة بمسؤوليات مارزانو وزملائه الواحدة والعشرين بالإضافة لمسؤوليتي المشاركة والتفاؤل. جاءت توصيات الدراسة منبثقة من نتائجها وتحث المدراء على إدراك هذه المسؤوليات الواحدة والعشرين وتطبيقها في مدارسهم حتى يساهموا بتحسين تحصيل طلبتهم ويحققوا الرضا للمعلمين في مدارسهم.
