Abstract

The study aims at recognizing the effect of applying the concept of Total Quality Management over the organizational performance in the Palestinian Commercial Banks. To achieve the goals of this study, the researcher prepared a questionnaire so as to gather data from the samples under study whose number reached up to 112 managers of the banks. The study has some results; the most significant ones are: The Palestinian Commercial Banks generally care about applying all the dimensions of Total Quality Management moderately. The sample’s trends towards the dimension of the Organizational performance Related to human resources were also in the middle. It was shown that there’s a significant effect that has a statistical sign of the dimensions of the Total Quality Management such as ( persuasion and support of senior management, concentrating of the client, participation and motivation of workers, giving training and qualification courses for workers, concentrating on improving banking services, strategic planning and continuation of improving banking services, the ability of effective communication, and taking decisions depending on data) on the level of the dimension of organizational performance which is related to the performance of human resources such as (job satisfaction, organizational commitment, innovative thinking skills, additional role behavior). In the light of the study results, the researcher suggested some recommendations which aim at the necessity of making the Palestinian Commercial Banks give much more importance to paying attention and knowing how to apply all the dimensions of the Total Quality Management comprehensively aiming to improving the organizational performance.

هدفت هذه الدراسة إلى التعرف على أثر تطبيق مفهوم إدارة الجودة الشاملة على الاداء التنظيمي في المصارف التجارية الفلسطينية. ولتحقيق أهداف الدراسة قام الباحث بتصميم وتطوير استبانة لغرض جمع البيانات من أفراد العينة والتي بلغ تعدادها (112) مديراً، وقد توصلت الدراسة إلى مجموعة من النتائج كان من أبرزها: أن المصارف التجارية الفلسطينية تهتم بشكل عام بتطبيق كافة أبعاد إدارة الجودة الشاملة بدرجة متوسطة، كما أن اتجاهات المبحوثين نحو مستوى أبعاد الأداء التنظيمي المرتبطة بأداء الموارد البشرية بشكل عام جاءت بدرجة متوسطة أيضاً، كما تبين أنه يوجد أثر هام ذو دلالة إحصائية لأبعاد إدارة الجودة الشاملة مجتمعة (اقتناع ودعم الإدارة العليا، التركيز على العميل، مشاركة العاملين وتحفيزهم، تدريب العاملين وتأهيلهم، التركيز على تحسين العمليات المصرفية، التخطيط الاستراتيجي واستمرارية التحسين للخدمات المصرفية، القدرة على الاتصال الفعال، اتخاذ القرارات اعتماداً على البيانات) على الأداء التنظيمي المرتبط بأداء الموارد البشرية (الرضا الوظيفي، الالتزام التنظيمي، مهارات التفكير الابتكاري، سلوكيات الدور الإضافي). وفي ضوء النتائج التي توصلت إليها الدراسة تم تقديم مجموعة من التوصيات الرامية إلى ضرورة قيام المصارف التجارية الفلسطينية بزيادة الاهتمام والوعي بتطبيق كافة أبعاد إدارة الجودة الشاملة بشكل شامل وهادف نحو تحسين الأداء التنظيمي.
