Abstract

The Palestinian Woman is playing an important role in the community development Process. In order to make her role more active, basic elements should be available to be able for a positive participation in the development movement by guiding her to the political participation.. Participation of women in the political development gives her enough power to share man the responsibilities and obligations, which reflect the important progress of the society in the various fields. Also her participation in the political life is considered as an important factor of democracy, since that reflects the nature of the social and political system for any country. In Palestine and since the British mandate in 1922, The Palestinian woman has played a main role throughout the Palestinian struggle against British occupation, and still continuous against the Israelis occupation. Since the establishment of PNA in 1994, the woman role has increased more and more in the political life, that was through Candidating her to the position of PNA president, and to become a membership in the legislative council in 1996 elections, and also her participation in the local and presidential election in 2005, after the death of the president Arafat, and finally, her participation in the current legislation election 2006. Since development has interference political, social and economic aspects react together the independence of the woman will share in her freedom from the social restrictions and will help her in the community development movement. But this role will not be active if she doesn’t work harder to increase her position in the political life and in the civil society, and this has become through a group of factors, the most important factors are understanding the interaction between women and the social and historical movements, which help her for more success in various fields especially the political sharing towards handling effective leadership positions. This study discusses the historical development of Palestinians women role in the political sharing, and the role of the Palestinian institutions to improve woman sharing, and the results show a lot of social, economic, political and legal obstacles prevent woman from powerful sharing in the local and political fields, and show different obstacles the woman herself creates against her political and local sharing.

تلعب المرأة الفلسطينية دوراً مهماً في عملية التنمية المجتمعية وإذا ما أريد لهذا الدور أن يكون فعالاً فلا بد من توا فر مقومات أساسية تمكنها من المشاركة الإيجابية في حركة التنمية بتوجيهها إلى المشاركة السياسية. إن إشراك المرأة في التنمية السياسية، يضعها في موقع القوة، بحيث تصبح شريكاً للرجل في المسؤوليات والواجبات، وتعكس مدى تقدم المجتمع ونهضته في المجالات المختلفة. فمشاركة المرأة الفلسطينية في الحياة السياسية تعد عنصرًا مهمًا من عناصر الديمقراطية، حيث تعكس طبيعة النظام السياسي والاجتماعي لأي بلد كان، فلقد لعبت المرأة في فلسطين دورًا أساسيًا في مرحلة النضال الفلسطيني في مواجهة الاحتلال منذ الانتداب البريطاني عام 1922م ولازال مستمرا ضد الاحتلال الإسرائيلي، وقد تعزز دورها في الحياة السياسية منذ إنشاء السلطة الوطنية الفلسطينية عام 1994م في الأراضي الفلسطينية المحتلة من خلال ترشيحها لمنصب رئيس السلطة الفلسطينية وكذلك لعضوية المجلس التشريعي في انتخابات عام 1996م، وكذلك الانتخابات المحلية والرئاسية لسنة 2005م بعد وفاة الرئيس ياسر عرفات وكذلك في الانتخابات التشريعية لعام 2006م، حيث إن استقلال المرأة السياسي سيساهم في تحررها من القيود الاجتماعية ويساعدها في حركة التنمية المجتمعية بحيث أن التنمية هي عملية ذات جوانب متعددة ومتداخلة سياسية واجتماعية واقتصادية تتفاعل فيما بينها بصرف النظر عن ماهية محور التفاعل. ولكن هذا الدور لن يكون فاعلاً دون أن تقوم المرأة بتعزيز مكانتها في الحياة السياسية والمشاركة فيها وفي مؤسسات المجتمع المدني من خلال مجموعة من العوامل أهمها فهم عملية التفاعل بين النساء من ناحية والعمليات الاجتماعية والتاريخية من جهة أخرى، لكي تساعدها في القيام بأخذ هذا الدور في المجالات المختلفة وخاصة المشاركة السياسية منها وصولا إلى تولي المناصب القيادية التي تؤثر في البلاد. وقد توصلت الدراسة التي تناولت بالبحث التطور التاريخي لدور المرأة في المشاركة السياسية ودور المؤسسة الفلسطينية في تفعيل دورها، إلى وجود مجموعة من العوائق الاجتماعية والاقتصادية والسياسية والقانونية، تقف حائلا أمام المرأة لتشارك بقوة في المجالات السياسية والعامة، إضافة إلى العوائق التي تضعها المرأة نفسها أمام مشاركتها السياسية والعامة.
