Abstract

The study aimed to reveal the limitations imposed by some political systems in the world to restrict Internet freedom during political crises, conflict, and the dangers of those limitations, restrictions on freedom of expression and human rights. The study adopted the descriptive approach to explain the theoretical framework of the concept of freedom of human use of the Internet, freedom of the Internet as a human right, the role of the Internet in encouraging freedom of expression of public opinion, the types of restrictions imposed on it in normal circumstances and in times of crisis, and the motives of those determinants and their impact on societies. The study concluded that the freedom to use the Internet as a human right is still tainted by many restrictions, and that the United States used the concept of Internet freedom to achieve political motives, and as a means to impose its agenda on some political systems in the world, with the aim of strengthening its power and protecting its interests, and that the most prominent limitations on the freedom of Internet use during crises are;Internet shutdown, imposing censorship, and restricting access to it, and the results indicated an increase in cases of deliberate government Internet shutdown in a number of countries in the world, reaching 96 cases since the beginning of 2022 until the end of the third quarter of it, carried out by 21 countries to confront protests, demonstrations or Political conflicts, and these indicators point to increasing violations of Internet freedom in crises, and human rights.

هدفت الدراسة إلى الكشف عن المحددات التي تفرضها بعض النظم السياسية في العالم لتقييد حرية الإنترنت خلال الأزمات السياسية، والصراع، ومخاطر تلك المحددات والقيود على حرية التعبير عن الرأي وحقوق الإنسان. واعتمدت الدراسة المنهج الوصفي لبيان الإطار النظري لمفهوم حرية استخدام البشر لشبكة الإنترنت، وحرية الإنترنت كونها أحد حقوق الإنسان، ودور الإنترنت في تشجيع حرية التعبير عن الرأي العام، وأنواع القيود المفروضة عليها في الظروف الاعتيادية، وفي وقت الأزمات، والغايات من تلك المحددات وتأثيرها على المجتمعات. وخلصت الدراسة إلى أن حرية استخدام الإنترنت كونها من حقوق الإنسان ما يزال يشوبه الكثير من القيود، وأن الولايات المتحدة استخدمت مفهوم حرية الإنترنت لتحقيق دوافع سياسية، ووسيلة لفرض أجندتها على بعض النظم السياسية في العالم، بهدف تعزيز قوتها وحماية مصالحها، وأن أبرز القيود المحددة لحرية استخدام الإنترنت خلال الأزمات هي؛ قطع الإنترنت، وفرض الرقابة، وتقييد حق الوصول إليها، وأشارت النتائج إلى تزايد حالات قطع الحكومات المتعمد للإنترنت في عدد من دول العالم، إذ بلغت 96 حالة منذ بداية عام 2022 ولغاية نهاية الربع الثالث منه، قامت بها 21 دولة لمواجهة احتجاجات، أو تظاهرات أو صراعات سياسية، وتدل هذه المؤشرات على انتهاكات متزايدة لحرية الإنترنت في الأزمات، وحقوق الإنسان.
