Abstract

In the macroeconomic framework there is a well-known relationship called Okun’s Law, which states that the negative relationship between movements of unemployment rate and real GDP can be determined. This paper provides an important and useful framework for developing various models to investigate the output-unemployment relationship. The objective of this paper is to examine whether an Okun type relationship between output and unemployment is present in the Algerian economy. We are keen to find the level of GDP growth rate needed to achieve full employment. Hence, from this analysis we will be able to determine the causal relationship between output and unemployment. First, we will discuss unemployment trends in Algeria (1980-2011), followed by a review of literature and the theoretical framework related to Okun’s law. In the last section, identify and diagnose the most important types of unemployment suffered by the Algerian economy. Finally we will discuss our results and its implications for the Algerian labour market. Approach: Using annual data covering the period 1980-2011, time series techniques are used to test the relation between unemployment and economic growth and to obtain estimates for Okun’s coefficient. Namely, we used in the study cointegration test using the bound testing approach.

الملخص

في إطار الاقتصاد الكلي هناك علاقة مهمة تعرف بقانون أوكن «Okun’s Law» والتي تنصّ على وجود علاقة سلبية بين التغيرات في معدّلات البطالة حول معدّلها الطبيعي والتغيرات في الناتج المحلي الإجمالي الفعلي حول معدله المحتمل. وتقدّم هذه الورقة إطارا مهما ومفيدا لتطوير نماذج مختلفة للتحقّق في العلاقة بين الناتج ومعدّلات البطالة. الهدف من وراء هذه الورقة هو دراسة ما إذا كانت علاقة أوكن تنطبق على الاقتصاد الجزائري وفي حال وجود هذه العلاقة سوف نحاول إيجاد وتقدير معدّل نمو الناتج المحلي الإجمالي اللازم لتحقيق العمالة الكاملة، والذي سوف يساعدنا في تقديم اقتراحات بشأن الاستراتيجيات المناسبة للتخفيف من حدة البطالة. سوف نحلّل اتجاهات البطالة و النمو الاقتصادي في الاقتصاد الجزائري في الفترة 1980-2011، يليه استعراض للجانب النظري المتصل بقانون أوكن. ثم نقوم بفحص العلاقة بين معدل البطالة ومعدّلات النمو الاقتصادي، لمعرفة مستوى النمو المطلوب لحل مشكلة البطالة وخاصة في الأمد البعيد، تحديد وتشخيص أهم أنواع البطالة التي يعاني منها الاقتصاد الجزائري. وفي الأخير نناقش النتائج المتحصل عليها. المنهج المتبع في التحليل هو استخدام بيانات سنوية والتي تغطي الفترة 1980-2011، ونستخدم تقنيات السلاسل الزمنية لاختبار العلاقة بين البطالة والنمو الاقتصادي والحصول على تقديرات لمعامل أوكن. ونستخدم في الدراسة اختبار التكامل المشترك Cointegration Analysis باستعمال طريقة منهج الحدود وفي حال وجود هذه العلاقة نقوم باشتقاق نموذج متجه تصحيح الخطأ ECM.
