Abstract

Objective: This study evaluates the performance of the 19th Jordanian House of Representatives (2020–2024) using four core principles of a “Good Parliament”: representation, independence, effectiveness, and integrity. Methodology: The study adopts a descriptive analytical approach alongside the legal method to examine the constitutional and legislative frameworks regulating parliamentary work and to analyze legislative and oversight outputs during the council’s term. Findings: The findings indicate weak substantive representation and limited public participation, alongside a constrained role for political parties. Despite constitutional guarantees of independence, the prevailing political and constitutional environment has maintained a balance tilted toward the executive authority. While parliament showed reasonable effectiveness in discussing government proposed laws within committees, it demonstrated limited initiative in proposing new legislation and weak oversight, with accountability mechanisms such as no confidence votes remaining unused. Regarding integrity, although a regulatory framework exists, its institutional implementation has been inconsistent and unsustainable. Conclusions: The study concludes that the 19th House of Representatives did not fully meet the standards of a good parliament. Recommendations: The study recommends legislative and political reforms to strengthen party structures, enhance parliamentary oversight, and establish a genuine balance between legislative and executive powers.

الهدف: يهدف هذا البحث إلى تقييم أداء مجلس النواب الأردني التاسع عشر (2020–2024) بالاستناد إلى أربعة من مبادئ "البرلمان الصالح"، وهي: التمثيل، والاستقلالية، والفاعلية، والنزاهة. المنهج: اعتمدت الدراسة المنهج الوصفي التحليلي إلى جانب المنهج القانوني لفحص النصوص الدستورية والتشريعية الناظمة لعمل المجلس، وتحليل مخرجاته التشريعية والرقابية خلال مدته الدستورية. النتائج: أظهرت النتائج ضعف مستوى التمثيل الحقيقي ومحدودية المشاركة الشعبية، مع غياب فاعلية ملموسة للأحزاب السياسية. وعلى الرغم من وجود ضمانات دستورية للاستقلال، فإن السياقين السياسي والدستوري أبقيا المجلس في موقع يميل لصالح السلطة التنفيذية. كما اتّسم أداء المجلس بفاعلية مقبولة في مناقشة مشاريع القوانين الحكومية داخل اللجان، مقابل ضعف في المبادرة بتقديم مقترحات القوانين، وتدنٍ في فاعلية الرقابة والمساءلة، إذ بقيت أدوات مثل طرح الثقة غير مفعّلة. وفي جانب النزاهة، توفّر الإطار التشريعي دون تفعيل مؤسسي فعّال ومستدام. الاستنتاجات: خلصت الدراسة إلى أن مجلس النواب التاسع عشر لم يحقق معايير "البرلمان الصالح" بشكل متكامل. التوصيات: توصي الدراسة بإجراء إصلاحات تشريعية وسياسية لتعزيز البنية الحزبية، وتفعيل أدوات الرقابة والمساءلة، وتكريس توازن حقيقي بين السلطتين التشريعية والتنفيذية.
