Abstract

Objective: This paper explores the ongoing efforts and persistent challenges associated with the process of internationalizing the Algerian higher education, through an examination of the policies and initiatives adopted by the state and higher education institutions. Methodology: Drawing on established models of internationalization (Knight, 2004; de Wit, 2001; Hudzik, 2011), a qualitative analysis of official documents, texts, as well as digital platforms was conducted. Key Findings: The analysis revealed that five prominent initiatives stand out: the implementation of English as a Medium of Instruction, mobility, international students’ recruitment, international collaboration, and digitalization. These initiatives have been critically examined in relation to broader global trends. For example, while EMI is being gradually introduced in technical disciplines, the recruitment of international students remains limited due to systemic constraints. Conclusions: These efforts, though significant, remain fragmented and lack the strategic integration necessary for meaningful internationalization. Recommendations: The study recommends the development of a comprehensive national policy, the strengthening of institutional capacities, and the alignment of language policies with international engagement goals.
