This study deals with designing a legitimate verification program at the Alms Bureau, and establishing an Alms action, with its executive regulations suitable for the management of a Central Alms Bureau, with the verification man having the scientific characteristics to be able to supervise the central alms bureau and its local branches, and defining the implication deviations of the legitimate regulations approved by the legitimate council. The legitimate verification on the Alms Bureau aims where there is no clear transparency and the increase of the bureau's income, its use for the society ,and assuring the relevancy between the work steps and the legitimate regulations, besides building up a suitable base for the alms action that suits all countries, making use of the proposed projects to imply alms through constitution, and preparing details lists to implement these regulations at the bureau's main and secondary departments, accompanied by the principal regulations of the bureau. The study came to the conclusion that it is vital to embody this career with its criterion imposed to verify the bureau, and making an alms law, having its legitimacy through the state's power. The study ended by recognizing and assuring the legitimate significance of the legitimate verification of the alms bureau.

تتضمن هذه الدراسة تصميم منهج للتدقيق الشرعي على ديوان الزكاة، وتأسيس قانون للزكاة ولوائح تنفيذية تصلح أساس للتدقيق على ديوان زكاة مركزي، مع ضرورة أن تتوافر في المدقق الشرعي مواصفات علمية وعملية، ليتمكن من التدقيق، وما يتبعه من فروع في المحليات، ومعرفة انحرافات التطبيق عن الأحكام الشرعية المقرة من الهيئة الشرعية للديوان، ويهدف التدقيق الشرعي على ديوان الزكاة تحقيق الشفافية( )، التي تؤدي إلى تعظيم مدخولات الديوان، ونفعه للمجتمع، والتأكد من سير خطوات العمل وفق أحكام الشريعة الغراء، وتأسيس أرضية نافعة لقانون زكاة يصلح لكافة الأقطار، مستفيدين من مشاريع القوانين المقترحة للإلزام بالزكاة بطريقة دستورية، وتقعيد لوائح شارحة للتنفيذ في دوائر الديوان الأساسية والمساندة، مع توصيف عام للملامح الأساسية للديوان، وتوصلت هذه الدراسة إلى ضرورة تجسيد هذه المهنة بضوابطها التي وضعت لها للتدقيق على الديوان، ووضع قانون للزكاة يستمد هيبته من سلطة الدولة؛ كما أظهرت الدراسة الأهمية الشرعية للرقابة الشرعية على ديوان الزكاة.
