This research investigates the capability of applying target cost approach to reduce and control the cost, get the benefit of managing the cost, and to identify its obstacles at manufacturing firms in the Gaza Strip. Distributing questionnaires to 50 firms, the researcher got the response rate of 67% (168 copies). The findings of the study show that manufacturing firms do not apply the whole basis and principles of the target cost approach in the Gaza strip because they face restrictions and difficulties in the organizational, managerial and accounting perspectives. Some of these restrictions and difficulties include the administration attitude that there is no need to utilize and apply this approach, the absence the supportive systems to apply the approach, the ignorance of the modern marketing strategies, and the ignorance of the importance and the value of the target cost approach. The study recommended that Gaza manufacturing firms should apply the target cost approach and benefit from its advantages to improve the operations of planning, cost controlling, and budget preparations so that they can develop their production operations, elevate their work quality, and improve their competitive advantages.

يهدف هذا البحث إلى التعرف على إمكانية تطبيق أسلوب التكلفة المستهدفة في الشركات الصناعية في قطاع غزة لتخفيض التكاليف ورقابتها والاستفادة منه في ترشيد هذه التكاليف، والمعوقات التي تحول دون تطبيقه، واستخدام الاستبيان لجمع البيانات من (50) شركة صناعية بواقع (5) استبيانات لكل شركة، وقد بلغ عدد الاستبيانات الصالحة للتحليل (168) استبيان بنسبة 67% من الاستبانات الموزعة، ولقد توصلت الدراسة إلى مجموعة من النتائج منها: لا يتم تطبيق أسلوب التكاليف المستهدفة في الشركات الصناعية في قطاع غزة- بل يتم اتباع العديد من المبادئ والأسس التي يقوم عليها، كما وتستخدم الشركات الصناعية في قطاع غزة أساليب متنوعة لتخفيض التكاليف، وأن الشركات الصناعية في قطاع غزة تواجه محددات وصعوبات جوهرية في الجوانب التنظيمية والإدارية والمحاسبية؛ يعيق استخدام أسلوب التكلفة المستهدفة منها: شعور الإدارة بعدم وجود حاجة لتطبيقه، وغياب النظم المعاونة لتحديد التكاليف المستهدفة سواء للتسعير وللبحوث وللتطوير، وعدم الاهتمام بالاستراتيجيات التسويقية الحديثة، وقلة المعرفة لدى إدارة الشركة بمزايا منهج التكلفة المستهدفة ومنافعه ولا توجد دراية كافية به، وأوصت الدراسة بعدة توصيات منها: ضرورة قيام الشركات الصناعية بتطبيق نظام التكلفة المستهدفة والاستفادة من مزاياه الإيجابية على أنشطتها، لتحسين عمليات تخطيط ورقابة التكاليف وإعداد موازنات واقعية ورسم الخطط بموضوعية، بما يساعد في تطوير العملية الإنتاجية ورفع مستوى الجودة وتقوية مركزها التنافسي، وتذليل الصعوبات التي تواجه تطبيقه وتوفير المقومات الأساسية لتطبيقه.
