Abstract

This study aims at investigating the consequences of the cessation the circulation of the unit of 10 Agorot of the (NIS) currency in the occupied West Bank of Palestine. Also, it aims to explain the impact of its absence on: inflation, fair pricing of goods and services, competition, the large sector of citizens who they live under poverty line, participants on pricing the commodities and basic services, and on commissions of the price monitoring and control. After the discussion of the hypotheses, it has been shown that the cessation the circulation of the unit of 10 Agorot of the (NIS) currency among people will lead to additional rates of increased inflation, which could be avoided. This economical phenomenon will cause more high rates of decreasing of the consumer’s real income than the expected, which supposed to be decreased as a result of other factors. Also, the cessation the circulation of the unit of 10 Agorot of the (NIS) currency causes the restriction and limitation on the Palestinian producers’ abilities in flexible pricing for the commodities, which has a significant impact on flipping the balance of competition between the Palestinian and Israeli producers which unbalanced. Moreover, the bitted parts of the currency and stopping its circulation not only makes the currency unfair and inappropriate standard for use, but also makes it unable to measure and evaluate the commodities and services objectively, and this will lead to a disorder in the basic function of the currency which is pricing commodities and services. Finally, the researcher recommends the need to re-circulation of the unit of the 10 Agorot of the (NIS) among low levels of income. If not , the minimum rates of wages should be increased to be in accordance with the inflation caused by the absence of these small units and then the unit of 50 Agorot replaces the unit of 10; 5 (NIS) replaces 1(NIS).

هدفت هذه الدراسة إلى معرفة النتائج المترتبة على عدم تداول وحدة ال10 أغورات (0.1شيقل) من عملة الشيقل الإسرائيلي في الضفة الغربية من فلسطين المحتلة، ومحاولة تفسير أثر غيابها على التضخم والتسعير العادل للسلع والخدمات والمنافسة، وذلك بالنسبة لفئة كبيرة من المواطنين وخصوصاً من يعيشون تحت خط الفقر، والأشخاص الذين يشاركون في عملية تسعير السلع والخدمات الأساسية وهيئات الرقابة على الأسعار، وبعد مناقشة الفرضيات تبين أن وقف تداول فئة ال 10 أغورات بين الناس يؤدي إلى زيادة التضخم بمعدلات إضافية بالإمكان تفاديها، ونتيجة لزيادة التضخم ينخفض الدخل الحقيقي للمستهلك بمعدلات أكبر من التي يفترض أن ينخفض بها كنتيجة للعوامل الأخرى. كما تبين أن وقف تداول فئة ال 10 أغورات من عملة الشيقل الإسرائيلي يؤدي إلى تقييد وتحجيم قدرة المنتج الفلسطيني على تسعير السلع بشكل مرن، مما له الأثر الكبير في قلب ميزان المنافسة بين المُنتِج الإسرائيلي والمُنتِج الفلسطيني غير المتوازن أصلاً. كما أن قضم أجزاء من العملة النقدية والعزوف عن تداولها يجعل النقود مقياساً غير ملائم وغير عادل بل وغير قادر على قياس وتقييم السلع والخدمات بشكل موضوعي، مما يؤدي إلى خلل في الوظيفة الأساسية للنقود ألا وهي تقييم السلع والخدمات. وفي النهاية يوصي الباحث بضرورة إعادة تداول وحدة ال 10 أغورات من عملة الشيقل الإسرائيلي في ظل مستويات دخل منخفضة، وإذا تعذر إعادة تداول هذه الفئة من العملة، فالحل يكون برفع الحد الأدنى من الأجور ليتناسب مع القيم التضخمية التي يخلقها غياب الفئات النقدية الصغيرةِ من العملة النقدية، بحيث تحل وحد ال 50 أغورة مكان ال 10 أغورات، وفئة ال 5 شيقل مكان فئة الواحد شيقل.
