Abstract
The main purpose of this research paper is to recognize the doners' motives behind funding Palestinian Not- For- Profit Organisations and promoting ways and means to induce donors to provide funding. The paper also highlighted the obstacles to NGOs' funding. It aimed to measure the relationship between external funding and NGOs' performance. To achieve these purposes, descreptive analytical methodology was employed and a questionnaire was distributed to the whole NGOs population (134 organisations) in Rammallah and Albireh District in the West Bank.The paper came up with a conclusion that the main motive behind NGOs' funding was humanitarian and relief considerations, and there were many obstacles to funding among which was the unconstructive competition for funding among NGOs and their large number in addition to poor performance. The paper also concluded that, unlike the American funding, European and Arab Islamic funding had a positive impact on NGOs preformance.The paper recommended the necessity to reorganize and control the Not-For-Profit activities in Palestine, it suggested some ways to induce donors to provide funding to NGOs.It also recommended that NGOs should establish revenue – generating projects and go in for strategic alliances and mergers in order to curtail their dependence on external financing.

الملخص
يهدف البحث التعرّف الى دوافع المموّلين من تقديم الدعم للمنظمات الاهلية الفلسطينية وسبل تحفيزهم لتمويل المنظمات، والتعرّف الى معوّقات تمويلها. كما يهدف الى قياس أثر التمويل الخارجي على أداء المنظمات الاهلية. ولتحقيق هذه الاهداف، تم استخدام المنهج الوصفي التحليلي واسلوب المسح الميداني من خلال استبانة وزعت على مجتمع المنظمات الاهلية في محافظة رام الله والبيرة في الضفة الغربية وعددها )134( منظمة.أظهرت النتائج ان دوافع تمويل المنظمات الاهلية الفلسطينية كانت اغاثية انسانية بالدرجة الاولى، وأظهرت وجود معوّقات كبيرة للتمويل كان أهمها المنافسة غير البناءّة بين المنظمات الاهلية وكثرتها بالاضافة الى ضعف ادائها. وتوصلت الدراسة الى انه باستثناء التمويل الامريكي، فان التمويل الاوروبي والعربي الاسلامي ذو أثر ايجابي على المنظمات الاهلية الفلسطينية. واخيرا، اوصت الدراسة بضرورة اعادة تنظيم العمل الاهلي في فلسطين وضبطه،واقترحت وسائل لتحفيز المموّلين، وضرورة اقامة مشاريع مدرّة للدخل وعمل تحالفات استراتيجية واندماجات فيما بينها بهدف التخفيف من اعتمادها على التمويل الخارجي.
