Abstract

This study aimed at identifying the extent of commitment of the Palestinian (MOSA) institutions to the requirement of total quality management from the social workers viewpoint. It also aimed at determining which aspect of the study has almost effect on this commitment from the social workers’ viewpoint. In addition, the study aimed to identify the role of some variables pertaining to the social workers such as the academic qualifications, specialization, years of experience, number of workers in the institution, Kind of service provided, and the field in which the institution works in affecting the ministry’s institutions commitment to the requirements of total quality management. To achieve this aim, the researcher used the descriptive method and selected a sample comprising (166) social workers in those institutions. A questionnaire consisting of (93) paragraphs covering five aspects was distributed among them. For the analysis of data, the researcher uses means, standard deviations, Wilks Lampda, multi-variance statistical analysis, T-test, single-variance analysis and Cheffe-Test. The results indicated that the extent of commitment to the total quality requirements on the part of the Palestinian (MOSA) institutions was great from the social workers viewpoint. It was also found out that there were differences in the mean of responses of the study sample individuals pertaining to the extent of commitment on the part of social workers in the (MOSA) institutions to the total quality management requirements attributed to the study dimensions. The results of the study also revealed that there were no statistically significant differences in the extent of commitment on the part of the (MOSA) s institutions to the total quality management requirements from the social workers viewpoint attributed to the variables of academic qualification, specialization and kind of service. Furthermore, there were no statistically significant differences in the extent of commitment on the part of the Palestinian (MOSA) institutions to the total quality management from the social workers viewpoint attributed to the variables of years of experience, number of workers, and the institutions field of work. Based on the study results, the researcher recommended that it is necessary for the Ministry to attract academically qualified and experienced employees capable of developing through continuous rehabilitation and training. In addition, it is necessary for the social work institutions to focus on establishing work teams which promote collective participation in meeting the requirements of total quality management.  It also recommended to conduct a comparative study on the implementation of total quality management in the Palestinian (MOSA) institutions and non-governmental ones working in Palestine.

هدفت الدراسة التعرف إلى مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة من وجهة نظر الأخصائيين الاجتماعيين. وتحديد أكثر محاور الدراسة تأثيراً على مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة من وجهة نظر الأخصائيين الاجتماعيين. كما هدفت التعرف إلى دور بعض المتغيرات المتعلقة بالأخصائيين الاجتماعيين كالمؤهل العلمي، والتخصص، وسنوات الخبرة، وعدد العاملين في المؤسسة، ونوع الخدمة، ومجال عمل المؤسسة على مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة، ومن أجل تحقيق ذلك استخدمت الباحثة المنهج الوصفي وقامت باختيار عينة من الأخصائيين الاجتماعيين في مؤسسات الخدمة الاجتماعية بلغ حجمها (166) فرداً، وزعت عليهم استبانة مؤلفة من (93) فقرة موزعة على خمسة محاور، ومن أجل تحليل البيانات استخدمت الباحثة المتوسطات الحسابية، والانحرافات المعيارية، وتحليل التباين المتعدد والإحصائي ولكس لامبدا (Wilks Lambda) واختبار (ت)، تحليل التباين الأحادي، واختبار شيفية، وأشارت النتائج إلى أن مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة من وجهة نظر الأخصائيين الاجتماعيين كانت كبيرة، كما تبين أن  هناك فروق ذات دلالة إحصائية في مدى التزام الأخصائيين الاجتماعيين في المؤسسات التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة تعزى لأبعاد الدراسة، كما أشارت النتائج إلى عدم وجود فروق ذات دلالة إحصائية في مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة من وجهة نظر الأخصائيين الاجتماعيين تعزى لمتغيرات المؤهل العلمي، والتخصص، ونوع الخدمة. كذلك تبين وجود فروق ذات دلالة إحصائية في مدى التزام مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية الفلسطينية بمتطلبات إدارة الجودة الشاملة من وجهة نظر الأخصائيين الاجتماعيين تعزى لمتغيرات سنوات الخبرة، وعدد العاملين، ومجال عمل المؤسسة.  وبناءً على نتائج الدراسة أوصت الباحثة بضرورة اهتمام الوزارة باستقطاب الكفاءات المؤهلة بالمعرفة العلمية والخبرة والقادرين على التطوير من خلال التأهيل والتدريب المتواصلين، وضرورة تركيز مؤسسات الخدمة الاجتماعية على تشكيل فرق العمل التي تؤدي إلى المشاركة الجماعية في تحقيق متطلبات إدارة الجودة الشاملة، وإجراء دراسات مقارنة بين مؤسسات الخدمة الاجتماعية التابعة لوزارة الشؤون الاجتماعية والمؤسسات غير الحكومية في فلسطين حول تطبيق إدارة الجودة الشاملة فيها.
