This study aimed at identifying the status of scout movement at govermental schools in Ramallah and Al- bireh governorate from the principals’ prespective and scout leaders, to find out if there were significant differences between means regarding the variables of the study, and to provide suggestions for the development of the scout movement. The population of the study consisted of (360) males and females school principals and scout leaders in the governmental schools in Ramallah and Al- bireh governorate. The researchers considered the questionnaires that were distributed over the entire members of the community as a study sample. The numbers of those questionnaires were (214) For the purpose of this study, 46-item questionnaire has considered four levels and open questions. Validity and reliability of the questionnaire were calculated. The results showed that the appreciation level of the scout movement in public schools in Ramallah and Al- bireh governorate was high with a mean of (3.69). The results of the study also showed that there were no significant differences in the appreciation level of the scout movement in public schools in Ramallah and Al- bireh governorate for the study variables (job title, gender, school level, qualification, and years of experience). Results revealed a set of recommendations that could improve the status of the scout movement guidance in the public schools. The most important is to a assign the leadership of scout movement to those who are well-qualified and have the desire toward working in scout movement.

هدفت هذه الدراسةُ إلى التعرف على واقع الحركة الكشفيّة الإرشادية في مدارس محافظة رام الله والبيرة الحكومية من وجهة نظر المديرين والقادة الكشفيّين، وإلى التعرف على الاختلاف في وجهات النظر تبعاً لمتغيرات الدراسة، والتوصل لمقترحات من شأنها العمل على تطوير الحركة الكشفيّة الإرشادية. وقد تكوّن مجتمع الدراسة من جميع مديري المدارس الحكومية في المحافظة والقادة الكشفيّين فيها، وعددهم (360) شخصاً من الجنسين، وقام الباحثان باعتبار العائد من الاستبانات التي وزّعت على كامل أفراد المجتمع بمثابة عيّنة الدراسة العشوائية البسيطة، وبلغ عدد تلك الاستبانات العائدة (214) استبانة بنسبة (59.4%) من مجتمع الدراسة. تكوّنت أداة الدّراسة من استبانة أعدّها الباحثان وتألفت من 46 فقرةً موزّعةً على أربعةِ مجالاتٍ وسؤال مفتوح، تستقصي آراء وأهم المقترحات لدى المديرين والقادة الكشفيين، وتمّ التأكّدُ من صدقِها وثباتِها. وقد أظهرت نتائج الدراسة أن تقدير أفراد العينة لواقع الحركة الكشفية الإرشادية التابعة لمديرية التربية والتعليم في محافظة رام الله والبيرة جاءت بدرجة عالية، حيث بلغ المتوسط الحسابي للأداة ككل (3.69). وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين تقديرات أفراد العينة لواقع الحركة الكشفيّة الإرشادية لتلك المدارس تعزى لمتغيّرات الدراسة (المسمى الوظيفي، الجنس، مستوى المدرسة، المؤهّل العلمي، عدد سنوات الخبرة ). كذلك كشفت النتائج عن مجموعة من التوصيات التي يمكن أن تحسّن من واقع الحركة الكشفية الإرشادية في المدارس الحكومية ومن أهمها: ضرورة إسناد قيادة الفرق الكشفيّة الإرشادية للقادة والقائدات المؤهلين كشفياً وإرشادياً ولديهم الرغبة بالعمل الكشفي.
