Abstract

Objective: The current study aimed to identify the extent to which public school principals in the West Bank implement the four leadership frames (Bolman and Deal's model) and the challenges they face. Additionally, it sought to examine the influence of variables such as gender, academic qualifications, school level, and governorate. Study Instrument: To achieve the study objectives, a questionnaire was developed consisting of 48 items divided into four frames: symbolic, political, human, and structural. The validity and reliability of the questionnaire were verified. The study sample included 160 public school principals in the West Bank and eight principals who participated in focus group discussions. Methodology: The study employed a mixed-methods approach, combining quantitative and qualitative methods, and adopted a sequential explanatory design. Findings: The results revealed that all study domains and the overall score were rated high, except for the political domain. The findings also indicated no significant differences in the extent to which public school principals in the West Bank implement the four leadership frames (Bolman and Deal's model) based on gender, academic qualifications, or school level. However, there were gender-based differences in the structural frame, favoring males. Focus group discussions revealed that school planning begins with a situational analysis through a committee for plan formulation and implementation, with semi-centralized planning based on general goals set by the Ministry of Education. The focus groups also highlighted several challenges faced by principals while applying the four leadership frames, including low teacher motivation due to the unique conditions in Palestine. Recommendations: Given that the symbolic leadership frame was the least practiced by public school principals, the study recommends raising awareness about its importance and role in creating a shared vision for the school community.

الهدف: هدفت الدراسة الحالية إلى التعرف على درجة ممارسة مديري المدارس الحكومية في الضفة الغربية للأطر القيادية الأربعة (نموذج بولمان وديل) والتحديات التي يواجهونها، وإلى التعرف على أثر متغيرات الجنس، المؤهل العلمي، مستوى المدرسة، المحافظة. أداة الدراسة: ولتحقيق أهداف الدراسة تم تطوير استبانة تكونت من (48) فقرة مقسمة إلى أربعة أطر هي: الرمزي، السياسي، الإنساني، البنيوي. وتم التأكد من دلالة صدقها وثباتها. وتكونت عينة الدراسة من (160) من مديري المدارس الحكومية في الضفة الغربية وكذلك (8) من المديرين والمديرات لنقاشات المجموعة البؤرية. منهج الدراسة: المنهج المختلط ((Mixed Methods كمي ونوعي، كما اعتُمد التصميم التفسيري المتسلسل (Sequential Explanatory Design). نتائج الدراسة: أظهرت نتائج الدراسة حصول جميع مجالات الدراسة والدرجة الكلية على درجة مرتفعة ما عدا المجال السياسي، وأظهرت النتائج كذلك بعدم وجود فروق في درجة ممارسة مديري المدارس الحكومية في الضفة الغربية للأطر القيادية الأربعة (نموذج بولمان وديل)، تعزى إلى متغير الجنس، المؤهل العلمي، مستوى المدرسة. ووجود فروق على مجال الإطار البنيوي في متغير الجنس وكانت الفروق لصالح الذكور. أما المجموعة البؤرية أظهرت أهم نتائجها أن التخطيط في المدرسة يبدأ بدراسة الواقع من خلال لجنة لبناء الخطة وتنفيذها والتخطيط شبه المركزي لاعتماد الأهداف العامة من الوزارة، أظهرت المجموعة البؤرية كذلك مجموعة من التحديات التي تواجههم أثناء ممارستهم للأطر القيادية الأربعة منها، قلة الدافعية عند المعلمين للعمل نتيجة الظروف الخاصة في فلسطين. التوصيات: في ضوء ذلك أوصت الدراسة بما أن الإطار القيادي الرمزي الأقل ممارسة من قبل مديري المدارس الحكومية، لذا يجب تعريفهم بأهميته ودوره في خلق رؤية مشتركة لمجتمع المدرسة.
