Abstract
Purpose: This study examines human resource (HR) managers' perceptions of wasta in Palestinian companies and its association with perceived wasta-related distortions in promotion, hiring, salary and compensation, and training and development. Methodology: A mixed-methods design was used. A 30-item questionnaire was administered to a convenience sample of 201 HR managers from approximately 450 companies contacted, and semi-structured interviews with five HR managers were used to contextualize the survey findings. The quantitative analysis included reliability testing, exploratory principal component analysis, Harman's single-factor test, correlations, simple regression models, and basic regression diagnostics. Results: Respondents reported a high perceived wasta climate and high perceived wasta-related distortion across the four HRM domains. The associations were positive and statistically significant in all four models, with promotion showing the strongest association and salary and compensation the lowest. The interviews illustrated the same pattern through themes of merit displacement, eroded trust and morale, insider privilege, and weak accountability. Conclusion: The findings suggest that wasta should be understood as a perceptual climate embedded in informal institutional and social-exchange relations, rather than as an isolated HR problem. The study offers exploratory evidence that transparent, documented, and reviewable HR procedures are central to limiting connection-based distortion in Palestinian companies. Recommendations: The study recommends formalized merit-based HR procedures, stronger oversight, clearer communication of selection criteria, protected reporting channels, and leadership practices that reinforce ethical and merit-based decision-making.
