Abstract

Criminal statistics, based on recorded crime data, are effectively used to predict criminal behavior and its spatiotemporal distribution, especially in urban areas. This study employs advanced statistical techniques, such as logistic regression and mathematical simulation models, to analyze patterns and predict future crimes with acceptable functional accuracy. Objective: The study highlights the urgent need to utilize scientific tools like criminal statistics to understand and predict criminal phenomena within the complex Palestinian reality of the West Bank. This context is characterized by Israeli occupation, the influence of tribal justice, and weak digital infrastructure, all of which negatively impact the accuracy and collection of criminal data. Thus, the core problem revolves around the weakness of criminal statistical data due to political and social factors, which undermines the ability of security agencies to accurately predict criminal behavior and develop proactive security plans. Methodology: This led to the adoption of a descriptive-analytical methodology for quantitative data, using linear regression, time series analysis, and personal interviews. Findings: The results showed an acceptable convergence between predicted and actual data in some periods, with significant variance in others due to political and economic shocks. Recommendations: Therefore, the need to establish a unified national unit for managing criminal statistics is evident, alongside developing an integrated predictive model that combines official data with political, economic, and social indicators. This can be achieved by activating training for security personnel on statistical analysis and linking it to daily planning, as well as cooperating with tribal justice as a partner in data collection. Finally, developing unified data collection systems that integrate political and social factors is crucial for transforming criminal statistics into an effective tool for predicting criminal behavior in the West Bank.

يُستخدم علم الإحصاء الجنائي المعتمد على تسجيل بيانات الجرائم المسجَّلة بشكل فعال للتنبؤ بالسلوك الإجرامي وتوزعه الزماني والمكاني، خاصة في المناطق الحضرية. وتعتمد هذه الدراسة على تقنيات إحصائية متقدمة مثل الانحدار الخطي والنماذج الرياضية لمحاكاة وتحليل الأنماط الإجرامية، مما يتيح توقُّع الجرائم المستقبلية بدقة وظيفية مقبولة. الهدف: تبرز الدراسة الحاجة الماسّة لاستخدام أدوات علمية مثل الإحصاء الجنائي لفهم الظاهرة الإجرامية والتنبؤ بها في الواقع الفلسطيني المعقَّد في الضفة الغربية، الذي يتسم بالاحتلال الإسرائيلي، وتأثير القضاء العشائري، وضعف البنية التحتية الرقمية، مما يؤثر سلبًا على دقة جمع البيانات الجنائية. لذا، تتمحور الإشكالية حول ضعف البيانات الإحصائية الجنائية بسبب عوامل سياسية واجتماعية، مما يُضعف قدرة الأجهزة الأمنية على التنبؤ الدقيق بالسلوك الإجرامي ووضع خطط أمنية استباقية. المنهج: قد أدى ذلك إلى اعتماد المنهج الوصفي التحليلي للبيانات الكمية، باستخدام الانحدار الخطي وتحليل السلاسل الزمنية والمقابلات الشخصية. النتائج: أظهرت النتائج تقاربًا مقبولاً بين البيانات المتوقعة والفعلية في بعض الفترات، مع وجود تباين كبير في فترات أخرى بسبب الصدمات السياسية والاقتصادية. التوصيات: تظهر الحاجة جليّاً لإنشاء وحدة وطنية موحَّدة لإدارة الإحصاء الجنائي، وتطوير نموذج تنبؤي متكامل يدمج البيانات الرسمية مع المؤشرات السياسية والاقتصادية والاجتماعية، من خلال تفعيل تدريب الكوادر الأمنية على التحليل الإحصائي وربطه بالتخطيط اليومي، والتعاون مع القضاء العشائري كشريك في جمع البيانات. وأخيرًا، يُعد تطوير أنظمة موحَّدة لجمع البيانات، تدمج العوامل السياسية والاجتماعية، عاملاً حاسماً لتحويل الإحصاء الجنائي إلى أداة فعالة للتنبؤ بالسلوك الإجرامي في الضفة الغربية.
