Abstract

Objective: This study employs Geographic Information Systems (GIS) to conduct a detailed spatial analysis of the Israeli political and security policies and its tangible impacts on Palestinian urban landscapes. By mapping and modeling these determinants, the research not only elucidates the present-day realities of territorial fragmentation and development constraints but also projects their future implications for urban viability and growth. Problem: Palestinian communities suffer from spatial chaos and random distribution, which limits their expansion and restricts their urban growth for the interests of the (Israeli) occupation. Methodology: The study used the analytical descriptive approach to examine the current reality in the research area and the state of Palestinian communities. This approach helps clarify the spatial characteristics of urban communities and highlights their development under the existing difficult political and security conditions, in addition to using the regional and inductive approaches. Results: The study concluded that more than 80% of the West Bank lands fall within classifications (B, C, and Natural Reserves) subject to full (Israeli) control according to the Oslo II Accord, and there are more than 750 Palestinian communities located in these areas. These communities cannot grow or expand at present or in the near future. Furthermore, 77% of urban communities are located within 4 km of (Israeli) settlements, and 403 Palestinian communities are located just 1 km away from bypass roads, which limits the possibility of urban expansion for these communities. Recommendations: The study recommended providing Palestinian governmental institutions with the results obtained from the research so that they can take them into consideration when setting priorities for supporting Palestinian communities that are most exposed to the risks of the (Israeli) occupation.

الهدف: هدفت الدراسة إلى بيان تأثير المحددات السياسية والأمنية المتمثلة في سياسات الاحتلال (الإسرائيلي) على التجمعات العمرانية الفلسطينية في ضوء استخدام نظم المعلومات الجغرافية، الذي يعنى بتحليل الشكل المكاني والعلاقات المختلفة بين المحددات السياسية والوضع القائم، من أجل الحصول على صورة واضحة لتأثيرها الفعلي الحالي والمستقبلي في ظل وجود معوقات الاحتلال (الإسرائيلي). المشكلة: تعاني التجمعات الفلسطينية من فوضى مكانية وعشوائية في التوزيع، مما يحد من توسعها ويقيد نموها العمراني بما يتناسب مع مصالح الاحتلال (الإسرائيلي). المنهج: استخدمت الدراسة المنهج الوصفي التحليلي لفحص الواقع الحالي في المنطقة البحثية وما وصلت إليه التجمعات الفلسطينية. يساعد هذا المنهج في توضيح الخصائص المكانية للتجمعات العمرانية، كما يبرز تطور التجمعات العمرانية في ظل الظروف السياسية والأمنية الصعبة القائمة بالإضافة الى استخدام المنهج الإقليمي والمنهج الاستقرائي. النتائج: وخلصت الدراسة الى تموضع أكثر من 80% من أراضي الضفة الغربية ضمن التصنيف (ب، ج، والمحميات الطبيعية) الخاضعة للسيطرة (الإسرائيلية) الكاملة حسب اتفاقية أوسلو الثانية، وهناك أكثر من 750 تجمعاً سكانياً فلسطينياً موجود في هذه المناطق. هذه التجمعات لا يمكنها أن تنمو أو تتوسع في الوقت الحالي أو المستقبل القريب. كما أن هناك 77% من التجمعات العمرانية لا يتجاوز بعدها 4 كم عن المستعمرات (الإسرائيلية)، وجود 403 تجمع فلسطيني تقع على بعد 1 كم فقط عن الطرق الالتفافية، مما يحد من إمكانية التوسع العمراني لهذه التجمعات. التوصيات: أوصت الدراسة بتزويد المؤسسات الحكومية الفلسطينية بالنتائج التي تم الحصول عليها من البحث، لكي تأخذها بعين الاعتبار عند وضع أولويات دعم التجمعات السكانية الفلسطينية المعرضة بشكل أكبر لمخاطر الاحتلال (الاسرائيلي).
