Abstract

Objective: This study aims to analyze the reality of sustainable development financing in Sub-Saharan Africa within the framework of international agendas such as the 2030 Agenda, the Paris Climate Agreement, and the Addis Ababa Action Agenda. The paper reviews the financing challenges facing countries in the region, most notably the wide financing gap, limited domestic resources, complex conditions of international financing, and weak governance. It also highlights opportunities to enhance financing, including public–private partnerships, green bonds, domestic resource mobilization, and digital transformation in financial systems. Methodology: The researchers used the descriptive-analytical approach supported by data from international sources such as the World Bank and the International Monetary Fund. Findings: The study found that there are annual gaps in financing sustainable development through domestic resources, and that there is a weakness in aligning international frameworks with national needs. While international frameworks serve as important references for countries, they remain insufficient without institutional empowerment and integrated national strategies. The study also presents successful models such as Rwanda, Senegal, and Nigeria, where these countries managed to mobilize sustainable financing through effective mechanisms and international cooperation. Recommendations: The study recommends strengthening governance, investing in financial digitization, and developing alternative and integrated financing tools that respond to the specific context of Africa. It also calls for redesigning national plans to link development goals with efforts to promote African integration and benefit from the experiences of successful countries.

الهدف: تهدف هذه الدراسة إلى تحليل واقع تمويل التنمية المستدامة في أفريقيا جنوب الصحراء في ظل الأطر الدولية مثل أجندة 2030 واتفاق باريس للمناخ وأجندة أديس أبابا، تستعرض الورقة التحديات التمويلية التي تواجه دول المنطقة ومن أبرزها الفجوة التمويلية الواسعة، ضعف الموارد المحلية، تعقيد شروط التمويل الدولي وضعف الحوكمة، كما تستعرض الفرص المتاحة لتعزيز التمويل، بما في ذلك الشراكات بين القطاعين العام والخاص، السندات الخضراء، تعبئة الموارد المحلية والتحول الرقمي في النظم المالية، المنهج: استخدم الباحثون المنهج الوصفي التحليلي مدعوما ببيانات من مصادر دولية مثل البنك الدولي وصندوق النقد الدولي، النتائج : توصلت الدراسة إلى وجود فجوات سنوية في تمويل التنمية المستدامة عن طريق الموارد المحلية وان هنالك ضعف في الموائمة بين الاطر الدولية والاحتياجات الوطنية وأن الأطر الدولية تظل غير كافية بدون تمكين مؤسسي واستراتيجيات وطنية متكاملة، وتبرز الدراسة نماذج ناجحة لدول حيث نجحت هذه الدول في تعبئة تمويل مستدام من خلال آليات فعّالة وتعاون دولي، التوصيات: توصي الدراسة بتعزيز الحوكمة والاستثمار في الرقمنة المالية وتطوير أدوات تمويل بديلة ومتكاملة تستجيب لخصوصية الواقع الأفريقي مع اعادة تصميم الخطط الوطنية للربط بين اهداف التنمية والسعى لتعزيز التكامل الافريقي الافريقي والاستفادة من تجارب الدول الناجحة.
